Start with the workload’s latency budget, the data volume it generates, and any regulatory constraints on where data can reside. From there, map those requirements against the edge tiers available to you and pick the closest tier that satisfies all three. Workloads that do not have strict latency or data residency needs probably belong in a centralized cloud or core data center where economics are usually better.
