Pennsylvania is positioning itself as a major player in the AI data center race through a $70 billion state-level initiative announced at Carnegie Mellon University in July. Unlike federally backed programs, this effort relies entirely on state coordination and private investment to attract hyperscale facilities.

The state’s strategic advantage lies in its position as America’s second-largest natural gas producer, with abundant energy resources that can power the massive electricity demands of AI infrastructure.

“When you have the state backing it, it really helps get through those regulatory hurdles a lot better. You need both the local support and the state to back it, because that’s where a lot of the distribution levels come in at the larger power plants.”

The initiative has already secured major commitments including Blackstone’s $25 billion steel mill redevelopment in Aliquippa, CoreWeave’s $6 billion Lancaster data center, and Google’s 20-year deal with Brookfield to repower two Pennsylvania hydropower facilities generating 670 MW.

Most projects focus on power delivery infrastructure rather than data centers themselves, addressing the transmission bottlenecks that have slowed expansion nationwide. Pennsylvania’s coordinated statewide approach simplifies regulatory processes that typically require complex municipal negotiations, while its natural gas reserves provide cost advantages over states dependent on renewable energy.
