Newsweek examines the mounting pressures on Texas’s commanding lead in data center development, as growing community opposition and a recent state-level regulatory pivot threaten to complicate what had been the most favorable market in the country for new construction. Texas currently accounts for more planned data center capacity by megawatts than the next three states combined, according to market intelligence platform Cleanview. The state generated $4.5 billion in tax revenue from data centers in 2024 and has benefited from its independent grid, available land, and pro-business environment. Yet, Governor Abbott recently ordered a pause on pending interconnection requests and called for new regulations requiring data centers to fund their own infrastructure costs and provide additional power generation.

Martynek also pushed back on any suggestion that the audit represents a pullback, noting that Texas built its lead by excelling at energy, information technology, and economic growth simultaneously. Polls cited in the article show 79 percent of Texans support requiring data centers to disclose water consumption and 75 percent favor centers funding their own grid upgrades, underscoring the political reality operators must now navigate.
Experts quoted in the piece largely agree that a middle ground is achievable, one that preserves the economic benefits of data center development while addressing legitimate community concerns about power demand, water use, and quality of life.
